♪ good monday morning, everyone. right now on "first look," authorities believe the boston bombers had enough firepower and explosives to strike again. the captured bombing suspect is responding to questions from investigators and formal charges are expected to be filed today. at least three dead as floods overwhelm sections of the midwest while hundreds rush with sandbags to elevate flood walls. plus, government spending cuts hit air traffic controllers with the real test of delays coming today. actress reese witherspoon's bizarre confrontation with police over a dui. and fear strikes thousands celebrating a marijuana celebration in colorado. good morning to you. i'm betty nguyen.

the fbi's investigation into the boston terror attack is picking up steam as the city prepares to mark one week since the bombings. here's what we know this morning, suspect dzhokhar tsarnaev remains in serious condition at a boston hospital with gunshot wounds including one to his throat possibly from a suicide attempt. he has yet to be charged in connection with the attack or been notified of his miranda rights, however, this morning officials tell nbc news he's awake and using pen and paper to answer questions from investigators. all of this as the fbi says it has obtained surveillance footage showing tsarnaev putting down his backpack near the finish line just minutes before the explosion. massachusetts governor deval patrick says he's been briefed on the footage. >> the suspect took the backpack off, put it down, did not react when the first explosion went off and then moved away from the backpack in time for the second

explosion, so pretty clear about his involvement and pretty chilling, frankly. >> all right, so while we wait on that video, i want you to look at these new infrared images released showing the final intense moments of the manhunt. stun grenades just exploded as police moved in to capture the 19-year-old, and it capped a nearly four-day search for dzhokhar and his older brother, tamerlan, and while the nation was reeling, we are getting word this morning that the brothers actually carried on with their normal lives. dzhokhar was seen working out at a college gym the day after the bombings where friends tell nbc news that he appeared normal and unfazed by the attack while older brother tamerlan was killed in the shootout. he wasn't a stranger to investigators. an article in the "los angeles times" says he told his mother about getting a call from the fbi in connection with the investigation. that report raised questions

after news the russian government originally flagged him two years ago. >> they were concerned about his possible radicalization, and so they went from there. the fbi did their due diligence and did a very thorough job of trying to run that to ground. >> while boston plans remembrances and a moment of silence today, dozens remain hospitalized from the attack including at least two children. nbc's chris palone is in boston with the latest. good morning, chris. what do you know this morning? >> reporter: good morning, betty. it has been a week since the bombing and in the city of boston people coming together over the weekend to try to offer each other healing and in the wake of what's happened in the city. many continuing to heal in local hospitals, as well. the latest information we have is that 52 people are still being treated for their injuries. at least three are still in critical condition. as we mentioned lots of memorial services here in boston over the weekend. yesterday morning boston's

catholic leader cardinal sean o'malley said mass and it included ed davis. near boylston street people came out to pay their respects and to leave mementos at that makeshift memorial. that's the story in boston. i'm chris pollone, back to you, betty. five were shot in a washington state apartment complex. it happened in federal way around 9:30 local time last night. one suspect was shot and killed by a responding officer, so far, the motive is still unknown. residents in the midwest today are fighting deadly spring flooding, which is being blamed for three deaths. two people were killed when trucks were swept off indiana roads by flash flooding and one died in missouri where towns along the mississippi

like clarksville are trying desperately to hold back the rising water. >> it came very fast. faster than '08, and we don't have the help we had in '08 so everyone is pulling together and doing the best they can. >> we're not out of the woods. well, if we have rain up north or that quick snow melt, we're going to see higher levels yet. >> well, the river is expected to crest today in clarksville at 11 feet over flood stage, and the town is hoping the sandbags will be high enough. let's check in with bill karins with more on the flooding. is it true they'll see more rain. >> about another inch of rain but the question is is will it really affect the river much? it may just slow down the crest. not going to go higher than they are. the worst of the flooding is just about done. it's almost crested now in the mississippi river north of st. louis and we don't expect it to go much higher in st. louis either. so, in other words, the worst has been done the mississippi river and also grand rapids. very afraid of what would happen in grand rapids.

that grand river breaked last night at 10:00 p.m. the other rivers, the one that has to crest slower journey on the illinois river will crest on tuesday in peoria and crest a little further to the south of there on wednesday and thursday. that's really the only river we'll have additional concerns through the rest of this week. now, we will have additional rain and raining near des moines but won't head over the flood zone into tonight or tomorrow and expect another half inch and not as bad as the last storm that dropped 4 inches. no additional concerns but another spring storm and cold one moving through the midwest. snow? rapid city. right through south dakota. that's also going to be a rainy day in south florida, on and off showers and thunderstorms where it will be warm and humid. bundle up in the northeast. >> all right. thanks, bill.

are getting better. meanwhile, federal charges could come for dzhokhar tsarnaev as soon as today. he will likely face state charges in connection with the fatal shooting of an mitt romney police officer. this morning officials tell nbc news he is awake and using pen and paper to answer investigators' questions. now, all of this as investigators try to piece together why they believe he and his brother planted two bombs at the boston marathon which killed three and injured more than 180. the main focus of the investigation is turning to why the older brother, tamerlan, killed in a shoot-out with police early friday morning traveled to russia for six months last year. the fbi also admits they interviewed him in 2011 raising questions as to whether possible warning signs were missed. we are also learning this morning an incredible story from a man would witnessed two explosions in just one week. the boston marathon and the fertilizer plant explosion in west texas.

joe berti ran the marathon and crossed the finish line just moments before the explosion and then headed to west, texas. >> you see a picture of a nuclear explosion and that's what it looks like. it was just massive. on the left side of the highway. obviously shocked to see another explosion after having just come back from boston. >> i can't even imagine but thankfully both of them are okay. more than four days after that huge explosion at a fertilizer plant in central texas officials say everyone is accounted for. 14 people were killed. 200 injured and of those 14, authorities say 10 were first responders. nbc's gabe gutierrez reports from west, texas. >> reporter: new video after it exploded in a fireball. for the first time we see an apartment complex ripped open, chunks of concrete tossed hundreds of yards. a school heavily damaged and this nursing home shattered.

investigators said they found the origin of the explosion but it won't say where or what triggered it and still aren't sure what caused wednesday's initial fire. >> we know there was an initial fire and explosion. >> reporter: local authorities say everyone is accounted for and they don't expect to find any more bodies. 14 people were killed including buck uptmor. >> such a big hole. such a big hole in it now. >> reporter: more residents were allowed back into their homes but the area closest to the plant is still off-limits. >> my daughter's house is caved in, but we at least would like to be able to get in and start cleaning up and salvaging what can be salvaged. >> we have to have church outside. >> reporter: on this somber sunday in texas, a congregation celebrated mass outside knowing their town would never be the same. gabe gutierrez, nbc news, west, texas. >> that's a long road ahead for
